The basic hosting cost around $50 a year plus the other fees they get you with such as domain security, privacy, etc. which gets you around $85 a year plus tax. Then you have to register your domain name which costs around $10 a year so $95 a year.
Then you realize if your site does pictures, video etc. like how we allow on this one you need better hosting and more than likely a IP of your own so then you are looking at your site hosting being around $20 a month aka $240 a year plus the $35 or more in other fees plus your registration for domain names etc. That is pretty close to what we run here but you might could get away with one of the $85 a year plans (plus the other $35 and $10) but you might have bandwidth issues here and there.

Now if you want to run a forum you need to either learn the forum software or pay someone to handle it. That is where you come into some real money. To have a site built for you normally costs around $1000 - $2000 ( http://www.webpagefx.com/websitedesign.htm )
To have someone maintain it for you if you do not know how is around $50 - $120 a month

Thus most people maintain sites on their own. lol
So basically depending on how much security, bandwidth, etc. you want and what your experience level is it can cost you from around $80 a year for a low bandwidth basic site to $250 for something decent that you maintain yourself to thousands +$+ a year to have it done by someone else.
Hope that helps.
